My PC is HP window 10 (2017 version) it was preinstalled with window-defender but I installed lately avast anti - virus program,is it safe to use both of them at the same time?

It is ok to have several "On Demand" AV programs, but not to have more than one actively scanning the system at a time.
It would be a bit like the Red Cross and St John Ambulance fighting over who was going to treat a patient.

yes it is safe to use several av programs together.
i use avast with spybot and superantispyware (along with windows default defender)

Avast (like any other antivirus program) will automatically turn Windows Defender off to prevent any conflicts.
