Question Is my CPU supposed to be at 100%?

I recently brought a laptop,Windows 10 and Intel celeron,booted it up and got logged in,however when Microsoft edge opened (to download Google chrome) I noticed it had instantly reached 100% CPU usage and 74% storage? Is this normal
