hi, i have a Toshiba laptop with:
processor: AMD A8-6410 APU with AMD Radeon R5 Graphics (4CPUs), ~2.0GHz
And
4096MB RAM
and Direct X 11 (i don't know if that is useful)
i want to download Counter strike : global offence from steam
can I?

According to the following link which includes benchmarks for several games. The Radeon R5 integrated graphics core in the A8-6410 APU can play CS:GO at 1366x768 with decent performance; 35.3 FPS on low settings and 27.6 FPS on high settings.

It would not and I tell you would not run at 27fps at high settings

I speak from experience, I know when I say your fps will not stay the same or even 27 fps.

ps. Plus csgo got a graphical update not too long ago.
