Is possible to transfer app from my PC to USB and then just paste those folders and everything that makes that app running, to my new PC?
 
Solution
You need to install the application on the new PC using the original setup/installation disc or download which you used the first time.

Simply transferring folders won't work, only an install routine can create the required registry entries and copy support files to the Windows system folders.

That's only a generalisation since you didn't post the name of the app.
It depends on the application but most likely no, save for a few exceptions (a lot of game files from steam, battle.net, uplay, etc can be imported)
 


I was thinking to compress a whole file in RAR, then to put on USB and extract the files on the other PC

Solution
Like mentioned above, it really depends what this app is. But, I would try install it into the usb drive and see if it works. You got nothing to lose
