For phones it's legal i know that much but it's not like if it was illegal, no one would realistically enforce this law. Root away!!

I think the rule is you buy it you do what you like with it. If it has a SIM card and you take it out on a contract with a phone company, it becomes a different matter. As with any mobile you need to fulfil or buy out of that contract before you can alter the equipment.
