Yes. It allows you to hook up many devices without having to unplug cables in the back. If your TV had 3 HDMI plugs on the back, then you can have a DVD/Blu ray player, Xbox 360/One, and a PS3/PS4 all hooked up at the same time. On your remote you just select which device you want to view.

Being that HDMI and USB are different technologies, I would say it's good.
Generally two HDMI is great for things like BlueRay/DVD players, Computers, Video Game Consoles, ChromeCast...
USB on TV is usually for one of two things. Storage device, so you can play movies or view photos from it. USB Wifi Dongle, if you have a smart TV, it may need a wireless dongle to connect to your network wirelessly.

If the TV is so smart, why doesn't it have its own wifi capabilities built-in?

Duhhh because WiFi is unreliable and should be considered as a last resort. Plug that network cable into your smart TV!

We have a XBR55X900A by Sony and it has 4 HDMI input ports and a HDMI pc port.
All the ports are in use full time, with the exception of the pc port, it is only used when laptop is plugged in.
