Is this a good PC Build?

Honestly, I'd stay away from Windows 10 for now. If he wants to get it up and running with no problems Windows 8 (or 7) would be the better options. I've seen way too many problems with Windows 10's current build.

I updated the list, now you can achieve 1080p 60 fps in all games with the new build for almost the same price. In your current build the graphics card will bottleneck the whole system so I made a few changes. Here it is

Plus I would recommend removing the audio card and windows 7. Rather go for windows 10 if you are building a gaming pc because future will be direct x 12 enabled.

It has been nothing but solid for me. If it were a business PC i would say windows 7 all the way but for gaming windows 10 is the only one that will have dx12 support in future games so in my opinion its the only OS that makes sense for gaming. You could get win 7 now then just upgrade before the free year is up that would be fine too.

An i3 is too weak to match with a 970, needs to be upgraded to an i5 like the 4460.

That would be my solution, use an older version of windows, than use the upgrade before it runs out, and when W10 is more stable.
