"940M"
... eh..

GTA V on medium at 1366x768 @ 54 FPS
Sims 4 on High at 1920x1080 @ 38 FPS OR Medium 1366x768 @ 77 FPS
Assassins Creed: Black Flag on medium at 1366x768
FarCry 4 on Low at 1024x768 (Possibly medium)
Fallout 4 on Low at 1280x720 it might be playable might be unplayable at any settings.

Shoot for a 960M or better if it's in your budget.

You will be able to run them, but like others have said, very low quality and framerates. Those games aren't worth playing unless you can get at least 30fps, and I don't think this specific laptop would do it. The i5 is good starting point, but you'll need a better GPU and more RAM.

At low settings not good, can you guys please give me a number on how much fps will i be able to play The Sims and GTA V cause I really want to play them

If you can get a laptop with at least a 960M then you can start thinking about it. That should do so much nicer and will be able to run all those games much better. Not maxed, but much better. And such a device would most certainly come out with 8gb of ram anyway.
