Is Using 15w Charger With 65w Laptop Safe?

I just got this laptop to work on, and it says on the bottom of the laptop to use a 65w charger (3.4a), however it came with a 15w (1.7a) charger. I'm probably going to sound stupid here but will it overload/overheat the charger? The battery doesn't seem to be charging either...

It came with a broken HDD, which gives me a black screen/doesn't register on both this laptop and another laptop, it also makes a weird noise, but when I try with another HDD from another laptop which I know works, it powers off as soon as I try to load the OS. (The HDD had XP on it and both the laptops are compatible).
Would that be a power delivery problem or just a software incompatibility problem because I know that HDD works and the other one doesn't.

they don't put recommendations for power for nothing. Yes you can blow up that power supply as it's trying to draw way too much from it. suprised it turns on at all.
