Solved! Its an Acer And its going on for like a month now!.

When I turn it on it just shows the words Shutting Down...
Its been a month now and I don't know what to do anymore.

hang-the-9
Seems you did not actually shut it off but just put it to sleep. Hold in the power button for about 15 seconds, it should shut off. Then turn it on.
