ive put in blank memory card in camera and it says it needs formatting

my old memory card works fine but when I put in a new blank one it says it needs formatting but nothing happens , would it be a faulty card as don't think it's my camera as old card works fine , any answers ?

if formatting wont do anything then see if you can use it in a card reader if still its not reading then yes its a faulty card
