What if it's blocked by the manufacture....how can we fix the internal memory to setup card...is any fix or bug which can remove manufactures settings...

That device I believe is restricted by the manufacturer. There is no fix or bug that can change this. The only way around it is rooting a device, which still may not let it work, and risks bricking the phone. I don't recommend it.
