So the three steps didn't help? Hmmm... You could try to see if it is software or hardware related by restarting the computer in "Safe Mode". If it is software related, except system specific software, it should be resolved in that mode. If it isn't then it is probably hardware related.

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
