Laptop acting out

So I turned off from power button a lot of times, now it's taking a long time to start boot sequence, and sometimes even beeps and won't start up, any way around this that doesn't evolve purchasing a new one or repairing it with a specialist?

Depends on when you were turning it off. If you turned off during an update/install, you could have caused a problem in the registry. The difficulty of repairing the registry can be as simple as using System Restore (start->type "Restore" or Start+R and type in "rstrui.exe") or it may be as tedious as reinstalling the OS (or somewhere in between).

Obviously, using the power button in lieu of the two seconds it takes to shutdown from the Start Menu can result in undesirable consequences.

Maybe. What prompted you to ask your friend, whom gave you the most asinine response, about cleaning your computer? Please explain the problem you're seeing. Just an FYI, performance-related problems are often caused by malware - infectious software that either steal your personal information or tie up system resources (like Random Access Memory - or RAM).
