You load an operating system like Windows 7 on it.

the cd rom doesnt come on how do you boot from the cd it just shows the power light comes on and thats it no booting

You should be able to set the boot sequence in the BIOS. Then, place a bootable CD or DVD in the optical drive and attempt to boot the system.
