Question Laptop can't charge or boot up

Hello. I'm using a Dell Inspiron 15 3543 and from yesterday I've been having this problem where the laptop refuses to start up. Upon startup the logo flashes and before it can advance to the OS selection it powers off. At first I thought it was because of a corrupt hard drive, but the problem also occurs when entering the bios. The charging LED only lights up as well for a few seconds before going dark again. I've tried booting up with a removed battery and different wall sockets. Could there be a problem with the power adapter. Physical integrity seems fine, but i dont know what else can cause this issue. Any suggestions? Thanks in advance.

do you know anybody that has a voltmeter or multi-meter to check the output voltage of the power adapter?
