Solved! Laptop Charger Problems

i have a laptop charger 19v 4.7A , and when i test it with my multimeter , the voltage change in everysecond. It start with 8.2v to 9.5v ... 7.2v and it never stop ore stay stable at a point.This charger doesnt work for my laptop. Please anyone can tell me what wrong part of charger would be ? I need to repair it.

To be honest, you really need to replace it rather than repair it.
