Laptop charger shows as live when checked with electric tester

I was checking a compatible laptop charger for a customer in a shop.

The charger gave me a shock when I touched the connector with my hand. On checking with an electric tester, I can see that the connector is live (the neon bulb in the tester is glowing).

The voltage from the charger is Ok. Is this charger safe to use with a laptop?

I tested my original Acer laptop charger with the same tester and it wasn't live i.e I didn't get a shock from it.

there should be a rubber ring that on the tip of most chargers to keep them from making a circut and zapping things. if that ring is missing have the owner of the laptop buy a new unit.
