Laptop Cooling

I've looked into some laptop coolers and am TRYING to build one. Recently, I came across a couple webpages that say laptop coolers are useless. Could it be because of the small fans used (since they are normally hooked up to USB limiting the voltage and thereby power)?

If I were to build a cooling pad with 80mm fans (spliced to a 12V adapter and wall outlet), would it make a difference?

Originally, I was trying to build it for my laptop, but it could potentially be used with my PS3.

If you read a little closely, you would obviously see that I asked for laptop cooling in general and if it were possible as opposed to asking how to do it.
