I have a Dell Precision 5510 workstation (i7-6820HQ, 32GB RAM) and can't even open a pdf or multiple chrome tablets without some jitter or lag, I looked up task manager on what might be causing this and it turns out to be the CPU which randomly goes lower than 1GHz, tweaked the "power options" to make the low cpu speed run at 100% both on battery and plugged-in, helped for a few minutes but then the problem relapsed.

One major thing I have to mention that the power adapter is 43W, while on startup it tells me to charge it with a 130W adapter. I ordered the 130W one but until it arrives, is there anything i could do to prevent the CPU speed from slowing down?
Is the low wattage adapter the problem?
Should I turn off the touchscreen?
installed throttlestop, fiddled with the speed step, didn't help at all.

check the battery condition? run the dell system/hardware test?
how full is the ssd?
malware scan the laptop?
The battery is somewhat weak tbh (used laptop), needs to be changed. SSD is empty, and I'll do the dell system/hardware test with the malware scan, although I think it does not have any.
