Laptop does not boot to Windows

My daughter gave me her laptop it was giving her problems booting up, she could turn it off and on a few times and it would finally boot up to windows. Now when push the power button all the lights come on, the cooling fan comes on for a second but no HD activity or beeps and goes into a off/on boot cycle. I removed the ram and installed one a a time in each slot, removed the HD and reseated to no effect.

1. Try to boot in Safe Mode and see if you are able to. Press the power button and keep hitting F8 key.
2. Are you able to enter BIOS
3. Make a Parted Magic Boot CD and boot from this CD (no install is required) - if your HDD is detected back up all your Data

No luck with booting into safe mode, only here the DVD shuffle than the fan for a second than nothing for about 15 seconds then it turns off and then starts all over again.
