Laptop fan mod

so, i have this old laptop that seems to be running 65 C idle .to turn up the fan speed, speedfan does not seem to work and so does other software. tried checking the bios but no options to change fan speed.

so about the fan, it has 3 wires, yellow , black and red. so if i cut the yellow wire, will the fan run at 100% always? which is what i am trying to achieve. help please?

Have you cleaned all of the dust from the inside of the heatsink cooling fins, and put new thermal paste on the CPU?

yeah , i have dusted the heatsinks as well as put new paste recently, so thats not the issue.
