Can I download a windows ISO file and transfer it to my locked laptop with my S9 Galaxy plus? Or use my S9 plus to make a thumb drive media tool.?

It is likely that won't fit on your phone. You are better off using an actual thumb drive as even if you can fit it on the phone, the computer may not recognize the device when trying to access it.
