Question Laptop kapton tape removal

Is it safe to remove the kapton tape and them put it back in from CPU and GPU? Some of the old thermal paste which dried got stuck under the tape should I remove that thermal paste from underneath or it won't affect performance?

usually between cooler and CPU/GPU is no kapton tape. Kapton isolates thermally while thermal paste does the opposite.
Where is this tape exactly? Performance wise there would be no difference
