Laptop keyboard not working.

I have a brand new Dell Inspirion 5000 laptop with touch running on windows 8.1 When I first got the computer I could use both the hard wired keyboard and the touch/keyboard. Now the hard wired keyboard is not working.

Does the keyboard work outside of Windows (i.e. can you use it to boot into BIOS)? (If no, then you'll likely need to have the keyboard replaced.)
