Laptop not Charging(-ish)

I'm using HP laptop, and it says 'plugged in, not charging'.

I've tried:
- Trying different adapters
- HP PC Hardware Diagnostics which displayed Failed not Replace on the Battery Test
- Uninstalling ACPI-Compliant Control Method Battery

Non works. Whenever I plug the charger, the color is amber/orange for like 5 seconds then it turns white. The white light also keeps blinking.
Thoughts?

I would try a new battery since you haven't done that yet.
