Laptop not charging

Good day

I have no IT knowledge, at all. I do, however, know that I have a HP Probook Laptop. It is a few years old. The laptop can not stay on without it being connected to a charger. I have replaced the battery twice, took it to an IT-guy, but the problem doesn't seem to be solved. It's as if the battery doesn't charge.

Know what the problem might be or how I can solve it?

Your battery is dead. You cannot leave your charger plugged in once you see a full battery light..if you don't disconnect the charger it actually drains your battery. You need to replace battery...get one that has a high cell count, it will last longer.
