Laptop not performing as well as specs suggest

So i just recently bought a new laptop, and its not performing as it should be. Everything is somewhat slow, and games for sure should not have such low fps, where its choppy even on low settings.

Laptop: Lenovo Legion Y520
Intel(R) core(TM) i7-7700HQ CPU @ 2.80GHz
Ram 4GB
Nvidia Gtx 1050
1 TB Sata HDD
Windows 10

I Updated all the drivers. All programs take a little bit to turn on and i get not responding sometimes. Updated windows 10 as well.
Brand new comp.
 
Solution
It got a 5400 rpm HDD. That is slow.
And about windows 8, unless they offer windows 8 drivers don't.

And like the other said if it new and it not performing like it should, should return it.

My laptop is almost always plugged in, and i don't know if just changing to high performance would make a dramatic change like i think i need.

You'll only know if you try. And if it's always plugged in, then it should be on high performance anyway.

I tried, and it barely did anything, Do you have any suggestions i can do?

I would run benchmarks and see if you can identify a component that isn't getting the expected score. Something like Passmark would tell you what score each one gets and then you can compare to their list of scores and see if you are near it.
