Laptop not turning on

My laptop won't turn on. I've tried taking out the battery and holding the power button and reconnecting the battery and power cable but it still doesn't work. I've also tried leaving the laptop without the battery for 10 mins but it still doesn't work. When I try to turn on the laptop the indicators flash then turn off. Please help

Have you checked to make sure the cord is working? Also that the battery is charging?
