Laptop running slowly for games

I've recently upgrades to windows 8.1 from windows 8 and installed various window updates and since then I have been experiencing very low fps in games compared to what I used to for example
I used to get around 80 fps in dota now I get 25 ont he same settings. I unstalled windows 8.1 but the problem still persists. Please can someone help me.

I would assume maybe the windows updates are still there. Try uninstalling them. Apart from that I can't think of anything else as the hardware is the same. Did you install something which is different on 8 than 8.1?

Nope I did a pc refresh then reinstalled my programs. It might be worth noting my cpu usage is low even when i'm playing games
