Laptop showing a blank screen, occasionally going into windows repair

My old Toshiba laptop is not starting up. When I turn it on, it shows me a blank screen. However the mouse pops up, and I can move it, so it's not a hardware problem. The screen stays blank forever. Once, it has gone into startup repair, and returned no errors. I tried clicking advanced options, and restoring a previous windows backup, but it didn't work. Also, I have tried inserting a Windows 7 software disk and running off CD to install a fresh copy of Windows, but the laptop is not going past the black screen.

No it does not. However, the cursor on the screen is enlarged, like the one that appears when you start safe mode.
