Laptop takes hours to boot

I have a Samsung SF-411 laptop which has a really weird issue. This laptop is slowed down to a point that takes hours to boot. I checked hard drive and the issue is not from there. Even for entering bios you need to wait 10 minutes and after getting in, switching between menus takes a few minutes. What can cause such a problem?

Please do try these troubleshooting steps that may help.
- Start by doing a hard reboot, remove the battery and unplug the AC adapter then press and hold the power button for 20 seconds then try booting it up again.
- If it's still slow on boot up and in loading BIOS, try reseating the RAM's, remove them all for couple of seconds then put them back in making sure it's seated properly.
- Do also try the laptop without it's battery and see if it will boot up normally or not.
- If all these will not work and if it's still under the factory warranty do contact Samsung for a repair.
 
I have tried all of these but they did not make any difference.

I have windows 10 on this device and since I have SSD on it I disabled fast start. After taking 2 hours to boot windows 10, windows is working fine and after restart windows boots up in 10 seconds. If I do a normal shut down with fast startup enabled everything is fine. If I do deep shutdown or have fast startup disabled, it takes hours to boot again.

It seems to me that there is a bios issue and I could not rewrite it because I already have the latest version.

Also, I do not know if it is relevant or not, after first long booting process, a USB device shows up in device manager saying it has a problem. The device name is "Unknown USB Device (Port Reset Failed)". After restart or soft shut down, it disappears from device manager.
