The GPU is the most important component.
Apparently you can get about 30FPS on Medium settings though I don't know how smooth or enjoyable the experience would be. Intel iGPU's generally don't play many games well.
From what I can tell, if you tweak the settings carefully the experience is fairly enjoyable.

No idea of FPS, though someone else said about 30FPS on medium. The above video is 1280x720 using much higher settings.
I prefer game SMOOTHNESS above all else. Locking down a solid 30FPS may be ideal. Unfortunately I don't know how to do that with Intel (I'd use the "Adaptive Half VSYNC" method for NVidia GPU's.
(at the very least, you'd likely want the default 1366x768, then adjust the other settings for the best visual balance. I like to have some anti-aliasing for example, whereas some SHADOWS may look slightly better but have a high FPS cost.)
Anyway, I don't want to get too technical. Anything with a better GPU is likely to be more expensive.
