Laptop turns on, goes black before login, and you can see the mouse

So today I downloaded an art program. Along with the program, other files and programs were downloaded as well (not very smart of me, I know). I deleted all (I think) of the programs and files and went to open google chrome to find an error saying "unable to connect to the proxy server". I looked up on the internet on how to fix this and tried my best to get it to work. Unable to fix my problem I decided to restart my laptop. Now when I turn it back on, it is just black. The dell logo will come on and then it goes dark, but the fan is on and I can see my mouse. I really, REALLY need help. Replacing my laptop is not an option and it does not have a cd driver. I believe that my laptop is a dell xps 11 core i5... if that helps.

What windows version are you running? Have you tried to get into windows using safe mode by pressing F8 repeatedly at boot until the advanced boot menu appears and selecting safe mode? Sounds like you have an infection or the OS has been corrupted. Possibly you've deleted system files that were necessary to run. You may need to reinstall windows. Try getting in via Safe mode, then reboot.

You can also try doing a System repair at boot up using the F8 method as well.

Windows 8/8.1 I'm not exactly sure. I tried going into safe mode but it hasn't worked. If I were to install windows would I lose my files? I'm not exactly sure how to do that though..

I finally got the advanced boot menu to pop up using shift-f8. I guess I was doing it wrong before... Now my laptop is resetting. I don't really mind, though. I appreciate all the help. Thank you so so so much!
