Laptop turns on, no boot, no screen

I have a Toshiba Satellite C855D-S5229 Laptop that was previously making a beeping sound. I removed the memory card, battery, hard drive. I first started with removing the battery then trying to power it on, it powers on but no fan runs, no boot and just a black screen. Then I tried removing the memory card then replaced, same thing powers on but no fan, no boot and just black screen. I plugged in another monitor to it and same thing no screen.

It does for a few seconds then nothing.
