Laptop will not output to full 1080P resolution on TV

I have a 1080P TV that I use as a monitor for my laptop. My laptop is a core i3, 3rd generation I think. Currently the max resolution offered is 1690x900. I have used a 6th gen core I3 on the TV and it offered FULL HD but for some reason this laptop will not. My drivers are up to date and I am running windows 10. I am using the HDMI cable on the laptop.

My text does not look great because of the lower resolution. I do not use this for gaming. For the most part I use it for web browsing and movies. The computer is just a lot more functional than a ROKU box when it comes to getting content to the screen.

What steps could I try to resolve this? Surely the built in graphics can handle full HD resolution?
 
Solution
When it is set as duplicate you can only mirror your current desktop and are stuck with its resolution. If you set it as desktop extension (or whatever it is called - it can vary) you can set them individually.
What brand/model is your laptop? I suspect your laptop is not capable of this, because of the chip limitation or because of built-in limitation from manufacturer.
 
You are constrained by the video driver maker. You task is, find a driver that will work, I look on this order:

Mobo's vendor.
GPU vendor. If this is I3 GPU, then Intel.
Monitor vendor.

You task is made more difficult by W10. In general you have better chance of finding proper W7/8 drivers than (new) W10.
 
how are you doing the "2nd display" (ie. duplicate, extend, 2nd only, etc). The basic display for your computer is only capable of 1690X900.

Solution
So that worked but now all the windows open on the laptop screen and not on the tv. Using extended desktop did allow full HD resolution. How can I switch between windows?
 
It is an extension of your desktop, so you drag the windows from one to the other, usually your desktop is left and the extension is to the right.
