laptop womt boot up

My Toshiba Satellite L755 won't boot up. It starts and then flashes on the "Toshiba Lead if Innovation" screen and repeats in a continuous loop but never goes any further.

try it once with just the battery if it dosen't work try it with the battery removed and just on the power charger.
