Laptop won't charge or boot

I've got an old Gateway M675 that's been collecting dust that I'm trying to fix up for basic email & web use. I got it for next to nothing at a yard sale several years ago. I was told that it had overheated & needed a new screen. I replaced the screen & it worked well for a while although it never held a charge for long. When I pulled it off the shelf recently it would not take a charge & it also wouldn't boot while plugged in but without the battery in it. I plug it in to charge it & the charging indicator comes on but after a while it turns red showing a battery error. When I try to turn it on it will power on for a second at most, the power & indicator lights will flash & then it dies. If it would boot without the battery I would assume it's just a bad battery but the fact that it won't run while just on AC power makes me think it could be something else. I did notice back when I was using it that while it was plugged in & running the charging icon in widows was constantly switching back & forth between AC & battery.
I did some research & it sounded a lot like a bad power socket so I found a used but claimed good motherboard online & swapped them out. I've also moved the RAM to the other slot & tried the original RAM chip that came with it. Unfortunately I still have the same issues. Does anyone have an idea about what could be causing this? Could it be a bad power adaptor? I did notice the little fan in the adaptor doesn't spin but I don't know if that means anything. Thanks.
