Laptop won't turn on

Hi,
I have been trying all morning to get my laptop to turn on I've done the certain steps by taking out the battery and blah blah blah blah it didn't help. My charger is giving charge when I plug it into my laptop with out the battery the charge light still lights up. I noticed on the right side there are 2 blinking lights one of them has a power sign next to it. I have no clue why they are blinking. I can't afford a repair shop right now and have papers due wednesday I'm a wreck. Please help!

It could be a few things. The battery could need replacing. Many laptops won't work without a functioning battery in it. I would start there.
