Laptop wont turn on?

I have a Toshiba Satellite L675D-S7016 that has Windows 7. I voltage tested my laptop by inside the charger and to where it connects and got 9.20v. When in test by the battery prongs I get 0.16v and my DMM is set to Voltage DC 20. My laptop won't turn on with or without battery and there's no lights that are lit at all. It just suddenly stop working one day. What do you guys think the problem is?

9.2v seems low, laptops I have, power brick outputs 19v.

Well the charger worked on a different laptop perfectly. And well... It worked previously obviously. What do you suggest I do? You think the A/C adapter is bad? Or is it the laptop outlet?
