Lenovo laptop wont turn on or charge, non-removable battery

My fairly New Lenovo laptop wont turn on or charge,it has a non-removable battery.I have tried holding both the power Button and the novo Button and iz still doesnt work

If it wont turn on with a.c. pluged in you may have a bad power rail in your mobo

Yea it's not giving me any response...no leds work and it still wont start.
