If it won't boot why do you then say it turns off? It can't turn on unless it boots and it can't turn off unless its turned on.

fan runs at full speed nothing else it shuts down

Maybe its getting too hot very quickly. Blow the cooler and fans out with compressed air to get rid of dust.
