Livestreaming in HDMI using a Laptop

Hello,
I want to stream live over the Internet using an HDMI camera, PC Laptop computer and a cellphone.

What PC Laptop would you recommend?

The only thing I can comment on is Laptops HDMI....

Most modern laptops have HDMI "OUT"

Very few (and ONLY EXPENSIVE ones) have HDMI "IN"

I know that there are few laptops with HDMI in port, and expensive. But nobody told what could be a suitable option.
If you don't know the answer, tell us cleary that you don't know, and change business
