Solved! Locking a Folder issue Win 10

Following these steps only leads to creating a Hidden Folder "Control Panel.{21EC2020-3AEA-1069-A2DD-08002B30309D}" that is still accessible without a password. Does anyone know what happened? Inside this hidden folder, are the files that were moved into the "Locker" folder.

There is no security at all with this method. Check out something like Veracrypt. It is highly secure.
