Question Password-protect issue in Win 10

Using the article https://www.laptopmag.com/articles/password-protect-folder-windows-10 I was able to password-protect a folder but when the folder 'Locker' is hidden another folder takes it's place labeled 'Control Panel.' with a string of numbers and letters that opens up the files using no password. Can I delete this folder?

it just a system/hidden folder.
