I'm looking for a upgradeable laptop because im going to collage soon and need something that can handle lite gaming (like cs:go) and can stream netfix. i was looking at something like this

Solution
Get a Lenovo W520 or W530, if you look around a bit you should be able to find something at your price or close to it. Don't buy a cheap laptop then look to upgrade it past hard drive and RAM, you are likely to waste time and money fiddling with it and can just end up with a dead system if you do something wrong during the upgrade or stick a faulty used CPU in the system. Or something with a 940M video card may be available in your price range and will be enough for CSGO on lower settings.
The cpu in that laptop appears to be soldered to the motherboard. Even if it wasn't, the i7 in question uses a different socket, according to Passmark.
