I have found two systems that meet your needs above. However, with your budget, the systems I have linked are refurbished but they are Certified Refurbished and fulfilled by Amazon, which means you get a 90-day warranty.

1# $232.00 Lenovo-T430 (128GB SSD) - Comes with a fast dual-core processor and features HD Graphics 4000, which will play Dota 2 on Low/Medium settings. This model comes with a 128GB SSD, which is much faster than a normal hard drive (HDD).

2# $226.94 Lenovo-T430 (320GB HDD) - Comes with the same specs as the above system, but has a 320GB hard drive (HDD)...

The first laptop will be the fastest but had less hard drive space, the second laptop will not be as fast in loading games, booting to Windows and opening programs but will allow you to store more stuff on your laptop.

They are both great laptops for the price and will be able to play Dota 2 and Runescape no problem. They are around $30 above your budget but worth it.

You will not be able to play the newest games on this laptop, but definitely some older ones. View more here:
