looking to stop my blinking problem

I have a 60inch Toshiba smart t.v. , it started with a black out problem, went into the tv menu adjusted it. It works fine, but I cannot connect anything to the hdmi ports or the internet because then i get the problem back, how or what can i do?

Whats the model number of the toshiba, also when you say blackout, was it a thunderstorm or winter storm that cut the power off ?
