I would say 15 years seems excessive. An armed bank robber could get off with less time than that if they flat out stole $1.5 million.

One Russian skater (nationality is just coincidence) native to my country killed one and completely disabled another in a car accident (drunk driving). What was his sentence? 2 years probation.
So in many countries it is OK to kill and wrong to steal or damage the property of the corrupt wealthy.
