What you want to do is called tethering. Generally speaking, cellphone companies charge a fee for this (if they catch you doing so). You can download PDAnet for Android from the following link or just search for it in Market from your Android phone. Probably a better idea is to use Market to get the latest Android version. You also need to install a PC version in your laptop.
